The System looks at every deck in the database that has made top 8 in the time frame selected, but doesn't take into account rogue decks or events with less than 8 players (16 for premodern). The system gives to every archetype one point for each round the event had; an additional 4 extra points to the winner, 3 to the runner up, 2 for top 4, and 1 to the remaining decks.
